HAWAII Posted 12/05/07

Steamship Lines Serving Hawaii Increase Rates

The expected rate increases for ocean freight services between Hawaii and the U.S. Mainland were recently announced by both steamship lines. The General Rate Increases (GRI) cover a number of items, mainly an increase in the basic ocean freight charges, another large increase in Terminal Handling Charges (THC) and other increases in various miscellaneous accessorial fees.

Carriers cite a number of reasons justifying the increases, including high fuel costs, increased security costs and increases related to handling hazardous materials. The increases will take effect on all cargo shipped after January 1, 2008.

In addition to the Port Security Act, there are a number of other initiatives being undertaken by U.S. Ports and U.S. Federal Agencies related to environmental concerns as well as increased security costs, such as the Transportation Workers Identification Cards (TWIC). These initiatives if implemented as drafted will cause more upward spikes in total transportation costs in the foreseeable near future.

American Fast Freight (AFF) and Hawaiian Ocean Transport (HOT) will continue to do everything within their control to provide reasonable and cost-effective ocean freight rates for our valued customers shipping cargo to and from Hawaii and Guam. However some of these most recent increases will be passed on to the shipping community. We are reviewing the impact of these increases on our customers’ current shipping programs and we will provide the details as soon as we have finished our evaluation. In the interim if you have any questions, contact your nearest AFF/HOT office or your local sales representative.

Alaska Carriers Announce General Rate Increase

Tacoma, WA:

The two steamship lines serving Alaska recently announced their intentions to file a General Rate Increase (GRI) of six percent (6.00%) across-the-board with the Surface Transportation Board (STB). The proposed effective date for this increase will be December 2, 2007. It will affect ocean freight rates on all shipments between the continental United States and Alaska.

The carriers will also raise the Port Security Fee. A number of additional security precautions, such as the Transportation Workers identification card (TWIC) have been cited as another increased cost for all modes of the transportation operating in U.S. Ports.

Although there have been a number of recent increases in fuel surcharges, carriers still point to the overall negative impact of the spiraling costs of fuel over the year as being one of the contributing forces necessitating rate increases. Finally they cite the on-going need for additional investments in upgrading their fleets and purchases of additional containers, trailers and associated handling equipment.

American Fast Freight will continue to do everything within reason to maintain competitive, cost-effective freight rates for our clients; however a significant portion of these new increases will have to be shared with the shipping community.

Contact your nearest American Fast Freight office or your AFF sales contact for detailed specifics regarding the impact of these increases

State Senator Proposes Container Tax

Washington State Senator, Mary Margaret Haugen has proposed implementing a container tax of $50.00 per twenty foot container (TEU) for all containers moving through Northwest Terminals. The tax money raised would go ostensibly to increase the capacity of Washington highways and rail systems used as freight corridors. Many professionals in transportation say the proposed legislation is too vague and doesn’t make it clear that the money raised would in fact go to “priority” transport projects.

In addition, the $50.00 charge is a bit misleading as most containers are 40 feet or greater in length, so the charge per one way trip would be $100.00 per container. It gets even more expensive for the Jones Act markets of Hawaii and Alaska, which are also served by Northwest seaports. Loaded containers of cargo move west to Hawaii and North to Alaska from these ports, but the majority of them come back empty. They are returned to the carrier, forwarder or shippers’ equipment pools in Washington State. That means that the tax per container making a round trip in these markets is actually $200.00 each!

This proposed tax would directly penalize the entire shipping community but would place an even greater burden on businesses shipping to Hawaii or Alaska through the state of Washington by dramatically raising the cost of transportation.

The cost of shipping products to Alaska and Hawaii has been increasing steadily due to other factors already, such as fuel costs, and port security procedures. Additional taxes that could be levied under this legislation put an unfair burden on shippers engaged in domestic transport to Alaska and Hawaii. American Fast Freight and Hawaiian Ocean Transport urge their customers to contact State Governors; Linda Lingle of Hawaii, Sarah Palin of Alaska and Christine Gregoire of Washington and express their opposition to this proposed legislation.
